According to the man page Storescp is conformant to the Procedural Event Logging SOP.

As described in
FAQ#35 conformance statements are not provided for DCMTK.
How can storescp be notified of the N-Action procedural event logging as described in P.2.5.2 SCP Conformance (
http://dicom.nema.org/dicom/2013/output ... t_P.2.html )?
If an SCP can be configured to support procedural event logging, the premise is availability monitoring of medical appliances could be possible.

No, the storescp supports the Procedure Log Storage SOP Class, i.e. you can send instances of this class using C-STORE, but not the Procedural Event Logging SOP Class, which is a totally different thing.
Btw, you should also use the latest edition of the DICOM standard, which is currently "2017a":
