Unable to open DICOM file with DICOMscope

When I try to open any DICOM file created by our app, the following error is in the log:
2006-04-05 12:08:42, Level: ERROR, Module: DCMPSTAT
Load image from file failed: invalid data structures.
2006-04-05 12:08:42, Level: WARNING, Module: GUI-Browser
Load of image failed: C:\iScience\Images\Dicom\ISB1144261565-6.dcm result in status: 7

The app runs on Windows XP. The file was created using dcmtk 3.5.4. I ran the files through dcmcheck which reported no errors/ no warnings. I am able to view files using other viewers (e.g. ezDICOM).

Any idea why DICOMscope fails to open the file?

There could be many reasons for this, e.g. the image is non-monochrome (all versions) or compressed (versions prior to 3.6.0).

The file was created using the lossless JPEG compression. 3.6.0 works fine.
