Dicom images cannot be read

I have some dicom images from Phillips AlluraXper that are stored in Conquest server. I cannot read that images. I tried with radiant viewer and it say that are no dicom images. Dcmdump read all tags but i can view in viewer.

i tried dcmdjpeg to decode compressed file. here is the error

I tried to use dcmconv to convert file

dcmdjpeg cannot decompress the DICOM image since - apparently - it is not JPEG compressed (TransferSyntax="Little Endian Implicit").
I don't know why the "radiant viewer" cannot display the image. Maybe, you should raise this question to the "radiant people"?

i tried to send image from storescu to storescp and i got this error message:

What are the parameters and options you've used for storescu and storescp?

for storescp i only use -d +xa

i tried to open dcm as dataset and seve with EXS_LittleEndianExplicit transfer syntax but it only create a file from 4 kb without pixeldata.

Are you able to dump the contents of the file using dcmdump? If so, could you create an output file with "dcmconv +te"?

And, does it work if you start storescu with option -xi (--propose-implicit)?

With dcmdump i can open file

if i use dcmconv +te i receive:

Got it. The reason for the problem is also visible from the above dump: The file meta information header says that the dataset is encoded with "Implicit VR Little Endian" but the Pixel Data element apparently uses some kind of compression (probably JPEG Lossless because this would be typical for an XA movie like this).

Bottom line: the DICOM file is encoded incorrectly and, therefore, cannot be converted/sent with the DCMTK unless the above described error is corrected.

A manual approach would be to use dcmdump and dump2dcm or, alternatively, dcm2xml and xml2dcm to convert the binary DICOM file first to textual format, then fix the incorrect transfer syntax and finally convert it back to a new DICOM file.
