DCMTK contains a tool named "dcmmkdir" that generates DICOMDIR files for various Media Storage Application Profiles and also checks the requirements of these profiles with regard to filename conventions, SOP class, transfer syntax, resolution etc.

Implementing support for Media Storage essentially means
  • copying all files that are to be stored on a storage medium into a temporary directory
  • renaming the files if neccessary to comply with the file naming rules for the target medium
  • using dcmmkdir to generate the DICOMDIR
  • if dcmmkdir succeeds, writing the complete file tree to the medium, which in the case of CD/DVD may involve the generation of a temporary ISO image.
