movescu always stores images in the directory it is started from, unless you use the "new" option -od which is only available in the snapshot. Is it no option for you to download and compile it? If not, I may send you a binary for Windows. Simpler is not to start movescu with a a port but...

Movescu stores the received objects in the current working directory. For the snapshot version 3.5.5, this is still the default but can be changed using option --output-directory (-od).
