Is is possible to prevent storescu from aborting association on "Store SCU Failed" when sending multiple files, so that only the 'bad' files are not sent, but ALL the good files get through? The default seems to be to abort on the first failure; so, some files are sent, but not necessarily...

Yes. DCMTK (echoscu) to DCMTK (storescp) seems to work just fine. RADWORKS (C-ECHO) to DCMTK (storescp) fails. It's possible that there is something funny going on with the VPN, but I'm not sure how to isolate that other than to get the remote site to run storescp.exe on a PC and try RADWORKS C-ECHO...
