Group 2 tags are always encoded in Explicit VR
Group 2 tags are so-called meta-header and always encoded in Explicit VR Little Endian transfer syntax. All other main dataset should be encoded in either Explicit or Implicit VR.

Is it legal for tags ecoded in Explicit and Implicit VR to coexist in file meta data? Are group 2 tags always encoded in Explicit VR?

Is sub-item order mandatory in user infor?
Some applications as SCP ONLY accept the user info sub-items in ascending order. Does the updated DICOM specs require that?
