To me it seems that the SCP is sending a C-FIND Response dataset with non-ASCII characters without specifying the character set that was used in (0008,0005) Specific Character Set. The purpose of the DicomImage class is rendering/visualization of DICOM images. If I were you, I would use a lower level API for extracting the pixel data from the DcmDataset instance, depending on whether the pixel data is compressed or uncompressed.

DCMTK is a C/C++ toolkit and this forum is about DCMTK only. Maybe, you could find a solution with dcm4che or PixelMed Java DICOM Toolkit.

DICOM requires data element values to be stored with an even length. The padding character for UI values is a single 0 byte (at the end of the value). Then your version of dcm2pnm has not been compiled with libpng support enabled. See output of "dcm2pnm --version".
