how can I convert color bmp to dicom?

I use dcmtk convert gray bmp to dicom file , and i can open it with dcmtk.

but when i convert color bmp to dicom, i can not opnt it whit dcmtk.

The BMP image format uses a different encoding of the RGB pixel values than DICOM. I would suggest that you read the relevant sections of part 3 and 5 of the DICOM standard.
