This question has already been answered only recently.
If you want to know when the next development snapshot (aka version 3.6.1) will be released, then someone from OFFIS should answer.
I personally prepared all snapshots until end of last year when I left my previous employer, but now someone else is responsible for doing it.

that would explain why the last snapshot is one year old I guess.

Btw, that does not mean that I do not work any longer on the DCMTK (this is definitely not the case as you can see from the many commits I made during the last months), but I am -- or let's better say, I feel -- no longer responsible for creating the DCMTK snapshots. Of course, you still can download a current "snapshot" from the git web interface, but I hope that there will be another "official" DCMTK snapshot before the end of this year.
