Is there any dcmtk command to notify that file transfer is done for C-MOVE.

Hi,
what do you mean, as a PACS (Storage SCU) in order to notify to the original MOVE requestor (Retrieve SCU)? In that case according to the DICOM Retrieve protocol requirements, a final C-MOVE-RSP is (always) sent to the MOVE requestor, including the overall status and the number of files that transferred with error, with warnings, and with success.
DCMTK's DcmSCP class for example offers the method sendMOVEResponse() to do that.
There is no such notification message that can be sent out of the blue, neither in DICOM nor DCMTK.

You can only use the C-MOVE-RSP status report messages I quoted above. A final one is issued in the end, however, it is optionally allowed to send one after each image that has been transferred. If you do not have those optional messages, you cannot measure C-MOVE progress.
