I want to transfer dicom images to PACS server using jpeg lossy compression.

Then you could use the command line tool dcmcjpeg with option --encode-baseline to create a JPEG Baseline compressed DICOM image.

I already tried this option with tool dcmcjpeg but got this error.
I: reading input file d:\vv\1.2.840.1136982020040303004565099.4.dcm
I: DICOM file is already compressed, converting to uncompressed transfer syntax first
F: no conversion from compressed original to uncompressed transfer syntax possible!
The transfer syntax UID of the file which I am trying to convert is - JPEG 2000 Image Compression (Lossless Only) [1.2.840.10008.1.2.4.90]

The public DCMTK (Open Source Software) does not support JPEG 2000 compression/decompression.
OFFIS provides an extension called DCMJP2K that fills this gap, but which is not free of charge.
