Hello,
My program does some measurements on a dicom image. I would like to store the measurements ( text format in xml structure, less than 200KB in size) into the same image.
Questions are:
1. Is there any public DICOM header tag I can use?
2. If I have to use private ones, is there any recommendation of the range of tags?

I cannot see any relation to the DCMTK but...
The measurements should not be stored in the DICOM image but as a separate SOP instance. Depending on the type of your measurements, you should use the specific measurement IOD (e.g. for ophthalmology) or one of the Structured Reporting IODs with a suitable template (e.g. for ultrasound).
Storing proprietary data in a DICOM image is (almost always) the worst solution.
