Supplement 119 provides a specification for retrieval of the a datasets meta data without any pixel data.
By this means it is possible to determine the number of frames in a multi-frame object.
It also provides a specification for the retrieval of frames within a multi-frame object.
These are done in a fashion like c-get or c-move depending on the negotiated abstract syntax.

I have not been able to do this using dcmtk command lines tools. (I have been able to do it with a java toolkit)

Any have an idea of what I am talking about or source code to do this?

Hi,

DCMTK does not support this feature in its command line tools yet. You would have to extend their source code in order to use that feature (or sponsor it to DCMTK:) So far, you are the first one who asks for this feature so priority to implement that is quite low on our side.
