Centricity DICOM Viewer can't run on my PC

Dear Sir,

I received CD from clinic.
It is patient records CD.This CD is GE Healthcare with Centricity DICOM Viewer 3.0.
I put it to CD Drive.DICOM Viewer can't run.Pop up say licensing problem.

This is my computer problem or not ?

I try another computer.It is run and can be see DICOM Viewer
