In "DCMTK" there is unfortunately no program to anonymize DICOM data.
I would most likely recommend this - also freely available - program:

The author of the program is the publisher of the DICOM standard and has a very profound and precise knowledge of it, so I would assume that the program is really designed according to the current state of the art. However, I have no practical experience with it myself.
