Converting 16-bit tiff RGB image to Dicom

Does anyone done something related to convert 16-bits RGB tiff image to Dicom by DCMTK? I tried to convert my 16-bit tiff image by MATLAB and view it by ezDICOM, the image is too dark and lost all color. Any advice?

Is there any way to add the dicom header within the tiff image so that it works like dicom image?

What I means is 16 bit at each channel of the RGB image, not the total bits of a pixel.
