ClearCanvas Workstation is an open-source, DCMTK based DICOM viewer. Some feature highlights include:

• - Full bi-directional DICOM connectivity (i.e., C-STORE, C-FIND, C-MOVE as SCP/SCU)
  - A friendly, easy to use interface
  - A basic set of image manipulation tools (e.g., stack, window/level, zoom, pan, measurements, etc.)
  - A very flexible plugin architecture that allows the viewer to be extended for your own needs (e.g., workflow integration, image processing, etc.) in any .NET language (C#, VB, etc.)
  - A partial .NET wrapper for DCMTK

We're currently in our first round of beta testing, so feel free to download it from http://www.clearcanvas.ca and tell us what you think!
