Backward conversion to ACR-NEMA 2.0 format

Hi,
Please let me know if there is any tool or module in dcmtk which facilitates the following conversion :
"DICOM 3.0 file --> ACR - NEMA 2.0 file".

There is no such tool in DCMTK.
