extended character set support

i would like to have a unicode character in my dicom data set.
i tried to include , 0008,0005= ISO_IR 13 or 14 or 87 and some japanese character in 0010,0010 in the dump file.i saved the file in UNICODE format.
i tried to convert the dump file to .wl file using dump2dcm.
but it failed.
what could be reason?
How is it possible to use extended character set in dicom data set?

dump2dcm is a rather "stupid" textual dump to DICOM converter which does not know anything about character sets. Maybe, dcm2xml and xml2dcm are more helpful for your purposes.
