How to create a DICOM File with chinese characters

Can you please help me in creating a DICOM File with Chinese characters.
What are the preliminary checks to do this, like to activate any unicode stuff or anything.
It will be helpful if you provide any link or any sample to create Chinese character DICOM File.

Test images with various specific character sets can be found here. With regard to the encoding, read the relevant parts of DICOM PS 3.5.

Just to add a few words here, DCMTK does not "care" about character sets. It just stores sequences of bytes, which may be ASCII, UTF-8 or GB18030 for chinese. You need to handle the encoding and decoding of characters on application level.
